Airport perimeter security
New system upgrade approved

(1) Phase 1 of a project to provide
for critical component upgrades
to maintain the existing
Perimeter Intrusion Detection
System (PIDS) at LaGuardia
(LGA), John F. Kennedy International
(JFK), Newark Liberty International
(EWR), and Teterboro
Airports (TEB) in a state of good
repair, at an estimated total project
cost of $8.2 million, inclusive of
$3.8 million previously authorized
for planning and early-action installation
work; and (2) the Executive
Director to increase, by an estimated
$4.3 million (inclusive of
allowances for extra work and net
cost work), the amount of the existing
maintenance contract with
Raytheon Company (Raytheon) to
upgrade select network hardware,
software, and equipment for the
PIDS. The PIDS, combined with
physical barriers and operational
measures, serves as a deterrent to
prevent unauthorized individuals
from accessing the secure aeronautical
areas at LGA, JFK, EWR
and TEB. The PIDS is composed
of centralized hardware and software,
as well as cameras and detection
sensors, to monitor each
airport’s perimeter and detect attempts
to access restricted areas
of the airports. On September 26,
2019, the Board authorized planning
and early-action installation
work to upgrade and replace portions
of the PIDS at LGA, JFK,
EWR, and TEB, at an estimated
total cost of $3.8 million. All work
identifi ed under that initial authorization
has been completed. As
part of routine upgrades consistent
with the manufacturer’s recommended
maintenance program
to maintain a state of good repair,
the currently proposed authorization
would provide for Phase 1 of
the project to undertake end-oflife
upgrades for certain components
of the PIDS, including select
network hardware, software,
and equipment, as determined
through assessment and consultation
with Raytheon.
CBP QUARTERLY MEETING
Re-org, new enforcements
Assistant Port Director, Cargo
Operations Andrew Renna hosted
the January 13 CBP Quarterly Brokers
Meeting greeting everyone to
the fi rst virtual meeting of the year
stressing the ”new Normal” and the
resiliency that the airport has exhibited.
Port Director Sal Ingrassia welcomed
all and was optimistic and
said he believed by year’s end will be
back to live interactions. He wanted
the community to now that the trade
group will use all manners to communicate
to the community and that
will work with all to keep trade moving
safely and expeditiously. Ingrassia
said that some fi nal stage test vaccines
have passed through JFK but
the bulk are domestically produced
and shipped nationwide. So CBP does
not see them.
He was pleased to report a low
warehouse crime rate and praised
stakeholders for assisting in minimizing
these thefts.
Renna announced the new division
re-organizational structure
with seven different units. He also
outlined the new procedures for animal
importation and said that because
of the lack of safe and effective
handling of some animals commercially
handled, regulations are being
enforced.
He addded that CBP will exercise
discretion when applicable when it
comes to personal shipping and collection
of animals at JFK.

She was noted that Sec. 321 needs
to be followed. This pertains to goods
that will be subject to duties if they
exceed $800 in one day. Now, one
shipment of $800 a day without duty
is permitted. It was noted that if values
exceed, shipments will be held.

fees.

and Forfeitures is handled by Chris
LaTourette, who said that any violations
under this new system will be
handles seamlessly and adjudicated
as quickly as possible.
Renna gave an overview of operations
in 2020 vs. 2019 saying Sec 321
almost doubled,
With a decrease in entries but an
increase in import value up 32%. He
proudly reported that there was a 2x
increase seizures of controlled substances
in the mail, and more heroin
seizures.
In other reports, the FDA has
support hours 8am-8pm M-F, and
the Fish & Wildlife is now staffed
M-F.
