One x Terminal Supervisor
• The Aircraft Handling Expert (Terminal Supervisor) is responsible for:

According the Phil Jensen of WFS, they are operating
in a high capacity especially while instituting the TSA
100% screening protocol, and doing their best to turn the
cargo around for truckers. Chair Brian Cooley said that
the cargo community had an SSI conversation with the
TSA and that the TSA offered to help the screening effort
and understood the needs of the cargo companies as
they ramp up the canine program. According to Cooley “It
was a great conversation. “One manager said that canines
benefit the facilities since they can do in 3 hours what it
takes for other techniques to accomplish.
Regarding congestion, VP WFS Rinzing Wangyal said
that WFS is finishing up a scheduling App for the cargo
truckers. This will allow truckers to schedule their pick-ups
and reduce tie-ups at their facilities when too many truckers
arrive at any time of the day and expect quick turnaround.
Given the acknowledged cargo volume at JFK, a
new system needs to be in place to help everyone work
together and to increase productivity while reducing wait
time. The wait time varies from season to season according
to some ground handlers, but for the past 12 months,
loads have been heavier than normal reflecting steady
business.
Pete DeBenigno, the Kaamco Cargo Committee trucking
representative said that waits are too long, but he also
acknowledges that staffing is a problem for warehouse
workers.
Recruitment is an ongoing effort with many down 20-
30% headcount since 2019. Many believe that once the
added unemployment benefit of $300 extra a week is over
in early September, more will return to work subject to the
Delta variant.
It was brought up that the SIDA badging was slow.
Security Manager Mervin Peters said that there are no
significant changes but that he asked that large manpower
companies give an estimate number of new hires for the
office to plan for the surges.
The SIDA office reported that there is a need for higher
security personnel standards. If auditors find that security
guards are not attentive in their jobs, revocation of the security
privilege may be revoked.

dogs due to international rabies cases is in effect and it
was reported that there are very few exceptions.
The TSA announced there will be annual inspections of
all facilities beginning July 26 for 4-6 weeks.

Port Authority, and the Post Office Post P was reported
little disorganized with some equipment needed to be reclaimed
by their owners.
It was announced that a 2022 Fishing Trip is scheduled
next summer.
